Junior League Rules - 2004

1. Every player shall observe the 2002 FIFA rules and should maintain good conduct on and off the field (remember players can be booked off the field also).

2. The referee is in TOTAL control during the course of a game and no player shall render dispute on any decision. No BACKCHATTING or SWEARING will be tolerated. Players found guilty of this will be issued with a card.

3. If a team does not have more than seven (7) regular players at the starting time of the game, then that team will forfeit that game.

4. A captain of an undermanned team may choose players from other teams not playing to fill up his team. One of the new recruits must play in the goal. If there are more than one player being added the opposing captain will decide which of the extra players plays in goal.

5. Any team member should call his captain at least ONE FULL DAY beforehand if he is unable to play so that an alternate player can be arranged if the team is shorthanded.

6. If a team responsible for LINING neglects to provide linesmen they will be penalised with a one (1) point deduction per linesman per match. Linesmen may not swap at any time during a match without the permission of the referee. If the linesmen that are appointed are not performing their duties to the referee's satisfaction, the referee will make a note at the end of the game and that team may loose up to 1 point per linesman.

7. Players must be present to start play ten (10) minutes BEFORE their starting time.

8. Every player must wear black shorts, black socks, shin pads and the correct team shirt as well as regulation soccer boots for the entire length of the game. If not, the player(s) concerned will forfeit the right to play until they are appropriately dressed.

9. If a player is shown a RED CARD, he must immediately leave the field and will forfeit the right to play at least the next scheduled game. Receiving two (2) YELLOW CARDS in a single game carries the same punishment as a red card (He must leave the field and is suspended from the next scheduled game). YELLOW CARDS shall be carried through over the course of the season. If a player receives two (2) YELLOW CARDS, he and his captain shall be notified and suspended for the next scheduled game.

10. All substitution of players must be done only with the permission of the referee. There will be no limit to the number of substitutions made by a team during the game except that no substitutions will be granted in the last 5 minutes of the game unless due to injury.

11. If at the beginning of the match you have less then 11 registered team players - you are allowed to make up to 11 (using registered players from another team) with at least one of the fill-in players to play in goal.

12. If during the match one of the registered players from your team arrives - he may immediately (at a break in play- under umpires jurisdiction) take to the ground and replace one of the fill-in players.

13. If at any time during the match, a team player sustains an injury, he may be replaced at any time by a fellow team member or a registered player from another team. The fill-in player from another team must play in goal. The player that has sustained the injury may not come back onto the field if he has been subsituted by another player.
